Katharine Kelleman, CEO
Katharine Kelleman serves as chief executive officer of Pittsburgh Regional Transit, the public transit system serving the Pittsburgh region.
She is responsible for the daily operations of a 700-vehicle bus fleet and an 80-vehicle light-rail system that provide service to more than 100,000 riders a day. She also oversees the organization's capital and operating budgets; partners and builds relationships with regional stakeholders; and successfully develops and manages local and federally-funded projects that enhance and expand transit access.
Since taking the reigns as CEO in 2018, Katharine has focused on providing safe, reliable, and more affordable and accessible transit service to the Pittsburgh region. She has established better communication with riders, fought to find creative and incremental solutions for a more equitable fare system, championed the development of a 25-year plan for the agency.
Katharine previously served as the youngest director in the Baltimore transit system and was the youngest chief at the Hillsborough Area Regional Transit in Tampa, Fla.
Katharine received her Bachelor's degree in history from the University of Colorado and her Master's degree in public administration from San Angelo State University. She holds a black belt in taekwondo and serves on the boards of American Public Transportation Association, United Way of Southwestern Pennsylvania, Queens Gambit, and WTS International.

Adam Brandolph
Show MoreAdam Brandolph serves as Pittsburgh Regional Transit's deputy chief communications officer. He can often be found in the media as the agency's spokesperson and is responsible for PRT's internal and external communications efforts. Adam joined PRT in 2015 after a decade as a reporter for the Pittsburgh Tribune-Review and several local weekly newspapers. A Philadelphia native, he earned a Bachelor's degree in English literature from the University of Pittsburgh.

AJ Conway
Show MoreAJ Conway has served as the deputy chief equity & inclusion officer for PRT since April 2024. Their department oversees the agency’s Inclusion, Diversity, Equity, and Accessibility (IDEA) initiatives. AJ previously worked in various positions at Kent State University, where they earned a Bachelor's degree, Master's of Education, and two graduate certifications. AJ is a certified diversity executive and a professional consultant with the National Diversity Council. They also serve as a consultant and trainer for Diversity, Equity, Inclusion, & Belonging (DEIB) initiatives for a variety of organizations.

Amy Silbermann
Show MoreAmy Silbermann is Pittsburgh Regional Transit’s Chief Development Officer, overseeing the Planning & Service Development, Transit Amenities, Transit Scheduling, and Engineering functions within the Planning & Service Development Division. Amy began her work at PRT in 2013 as a data analyst in the Scheduling Department. Prior to joining PRT, she taught high school sciences in Washington, D.C. public schools for three years. Amy earned a Bachelor’s degree in Biology and Environmental Studies from Denison University, a Master’s degree Teaching from American University, and a Master’s degree in Public Policy and Management from Carnegie Mellon University. Amy is a certified planner with the American Institute of Certified Planners.

Charles Reeves
Show MoreCharles "Chuck" Reeves is PRT's Acting Chief Transportation Officer. A third-generation transit employee, Chuck joined the organization in 2002 after having served in the U.S. Air Force. He started as an entry-level laborer, eventually working his way through the ranks from a bus operator to his current position as a member of the senior team. Chuck has earned a Bachelor’s degree in organizational leadership from Point Park University and is an alumni of leadership programs such as Leadership APTA and Leadership Pittsburgh. Chuck sits on the APTA Board of Directors, serves as Vice Chair of the APTA Bus Operations Committee, and also serves as President of the Pittsburgh chapter of the Community of Minority Transportation Officials (COMTO).

Darcy Cleaver
Show MoreDarcy Cleaver is Pittsburgh Regional Transit’s Deputy Chief Planning Officer. Darcy joined the organization in 1994 and has nearly 30 years of experience in public transit. Darcy oversees the Planning & Service Development, Scheduling and Transit Amenities Departments, where she works to enhance the customer experience for transit riders of all abilities through collaboration with stakeholders and municipal partners for service and infrastructure projects, and serves as the contract manager for the ACCESS paratransit program.

Don Rivetti
Show MoreDon Rivetti serves as Chief Operating Officer for Maintenance. His division includes bus, rail, non-revenue vehicle maintenance, and support staff. His role includes maintaining PRT's bus and rail fleet A PRT employee for more than 21 years in various capacities within the Maintenance Department, Don completed Robert Morris University’s Leadership Development Certificate Program for Organizational Leadership in 2018. He also serves on several committees for the American Public Transportation Association. In addition to his primary job functions, Don also is responsible for the agency’s Zero Emissions Roll-Out plan, and a transition to an entire Zero Emissions Fleet by 2045.

Donminika Brown
Show MoreDonminika serves as PRT's Chief Financial Officer as of January 2024. Her responsibilities include overseeing financial planning and budgets, as well as capital programs and grants. Donminika has strong roots in Pittsburgh, having attended Pittsburgh Public Schools, the Community College of Allegheny County, and the University of Pittsburgh. She received her Masters degree in the Science of Accounting from the Joseph M. Katz Graduate School of Business. Prior to joining PRT, Donminika worked at Primary Care Health Service, where she was the financial controller and chief finance officer.

Eric Wells
Show MoreEric Wells serves as Pittsburgh Regional Transit's deputy chief human resources officer. Eric joined PRT in 1996 and has held several titles within the division, most recently serving as director of employee relations. He previously worked at CONSOL Energy. Eric earned a Bachelor’s degree from the University of Pittsburgh, a Master’s degree in human resources management from St. Francis College, and a certification as a senior professional in human resources.

Greg O'Hare
Show MoreGreg O’Hare is PRT's chief engineer and is responsible for engineering and construction of PRT facilities and infrastructure. Greg has experience in the design, construction, and forensic analysis of numerous infrastructure projects, including bridges, tunnels, roadways and railways for public and private organizations. Greg serves on the American Public Transportation Association Rail Standards Policy and Planning Committee and as Committee Chair on the APTA Fixed Structures Inspection and Maintenance Standards Committee. He also sits on the Board of Directors for the Engineer’s Society of Western Pennsylvania. A graduate of Virginia Military Institute with a Bachelor of Science degree in Civil Engineering, Greg is a registered professional engineer in the Commonwealth of Pennsylvania.

Inez Colon
Show MoreChief Human Resources Officer Inez Colon is responsible for the strategic development and management of Human Resources (HR) core functions, including benefits, compensation, payroll, talent acquisition and development, employee and labor/union relations, civil rights/diversity, and fostering a positive and productive culture. Prior to joining the agency in 2001, Inez was a senior recruiter for U.S. Airways and VP for Organizational Design Consultants. Inez received a Bachelor’s degree in HR Management/Personnel Administration from Baruch College, City University of New York, a Master’s Degree in Public Administration from the University of Pittsburgh, and has completed all coursework toward her doctoral program, also at Pitt. She holds a Senior Certified Professional certification from the Society for HR Management and a Senior Professional in HR certification from the HR Certification Institute. Inez also teaches HR at various universities.

James MacNeil
Show MoreJames MacNeil serves as PRT’s Acting Deputy Chief Transportation Officer. James began his transportation career in 2006 as a bus and light rail operator. During his time spent as an operator, he developed a great fondness for the public transportation industry and the community he was serving. Throughout his tenure James has held numerous roles within the Operations department until accepting his current role of Acting Deputy Chief Transportation Officer in July of 2024. He now spends a great deal of time mentoring new and upcoming managers throughout the agency and takes immense pride in watching others develop. James is an active member of American Public Transportation Association (APTA) and a recent graduate of Leadership APTA.

Jeffrey Devlin
Show MoreJeffrey Devlin joined PRT in May of 2018 as Chief Information Officer overseeing internal and and external technological advancements to improve public transportation in Allegheny County. In 2023, Jeffrey became the Chief Innovation Officer, leading the Agency Innovation Services Division comprised of Procurement, Data and Information Analytics, and continuing the technological advancements through multiple groups. Prior to joining the organization, Jeffrey spent more than 25 years designing systems and leading the implementation of various technology projects, mostly in the higher education sector. In 2015, the Pittsburgh Technology Council and Greater Pittsburgh CIO Group named Jeffrey CIO of the Year in Education. Jeffrey earned his Bachelor's degree in business computer systems analysis from Saint Vincent College and his Master of Business Administration from Robert Morris University.

Jim earned a Master's degree from Brandeis University in digital marketing and design, and has a Bachelor's degree in rhetorical communications from the University of Pittsburgh. Jim is a member of various communications and industry organizations, and also represents us on Allegheny County's Community Services Advisory Council.

Kelsey Shannon
Show MoreKelsey has served as deputy chief of strategic initiatives since July 2023. Since being hired in 2019, she has held the position of director of business initiatives and interim director of strategic initiatives. Leading both the Strategy and Sustainability teams, Kelsey works to identify innovative opportunities, spearhead strategic projects, and ensure the work PRT does aligns with the agency’s sustainability goals. Prior to joining PRT, Kelsey worked at The Carey Group as a political and government affairs consultant. Kelsey earned her Bachelor’s degree from Ohio University and her Juris Doctor from Loyola University Chicago School of Law. She is also a graduate of the American Public Transportation Association’s Emerging Leaders Program.

Mike Cetra
Show MoreMike Cetra serves as Chief Legal Officer and Open Records Officer. His division includes the Legal & Consulting Services, Internal Audit, Claims and System Safety Departments, and the transit police department. Prior to joining the agency in early 2007, Mike was in private practice as a commercial litigator. Mike earned his Juris Doctorate, magna cum laude, and Master of Business Administration degrees from Duquesne University, and his Bachelor of Arts degree, with a concentration in English writing, from the University of Pittsburgh. Mike is licensed to practice law in the Commonwealth of Pennsylvania and before the United States District Court for the Western District of Pennsylvania. He is a member of the Pennsylvania and Allegheny County Bar Associations and the Association of Corporate Counsel.

Rick Eanes
Show MoreAs deputy chief operating officer for maintenance, Rick Eanes oversees our four bus maintenance divisions, heavy and light rail car maintenance, and non-revenue vehicle maintenance. He joined the agency in 2002 after having served 20 years in the U.S. Marines. Rick was born and raised on Pittsburgh’s North Side and graduated from University of Maryland University College and attended classes at Duquesne University and the University of Pittsburgh.
